Scribes and Merchants is an add-on for Carcassonne that requires the base game. Kirjurit i Kauppiaat expands the Carcassonne tile selection with 24 new tiles. The new tiles are mainly cities with trade marks, but there are also a few tiles that are otherwise just new.
The most significant innovations in the add-on are elsewhere than in the tiles. Merchandise is one novelty: cardboard labels depicting products (wine, grain and fabric) are collected by building ready-made cities with trade marks. The player of the last tile collects the items. The owner of the majority of each product type gets ten points at the end of the game.
Pigs, on the other hand, can be played in fields where you already have a farmer. The pig increases the value of the field. Scribes can be played in the same way for roads and cities where they have placed their checkers. When that road or city is later expanded, you get another turn.
A useful addition is also a fabric bag that can hold the tiles of the base game and all the add-ons. An increase in the number of tiles makes it difficult to stack the tiles, and there may be small differences in the color of the tile backgrounds of different add-ons due to printing reasons. A bag from which tiles are drawn conveniently eliminates such problems.
Clerks and Merchants makes the game a bit more complicated. When playing with beginners, it might be worth leaving out some of the new features, but more experienced players will learn the new patterns quickly. The reforms bring a lot of new strategic twists to the game and, in the long run, much-needed variety. The trade goods are quite urban-oriented, but on the other hand, the builders increase the value of the roads, when previously somewhat useless pieces of road can be used for additional shifts.
The add-on is a must-have for anyone who likes Carcassonne and plays it a lot. The new pieces and tiles simply bring so much new to the game. By the way, the number of tiles also increases quite a lot: already the first 2 add-ons increase the number of tiles from the original 72 tiles to as many as 126 tiles (River, Churches and Kievars, Clerks and Merchants). The length of the game increases in the same proportion, so if you don't want to increase the game time, you might want to leave some tiles out to shorten the game.
